Abstract: This study presents the development of an Emotional Intelligence (EI) scale using the Scale Product Method, integrating Thurston's equal appearing interval scale and Likert's summated rating scale. Methodologically, indicators were selected, items collected, and judgments obtained from experts to construct the scale. The final 18-item scale demonstrated high reliability and content validity, categorized Sarpanches into low, moderate, and high EI levels, and was administered using a five-point continuum. Results indicate significant correlations with independent variables. The study concludes by discussing the implications for enhancing emotional competencies among rural leaders, facilitating effective decision-making, and fostering community development in grassroots governance.
